§ 12-6. Offensive businesses.

No person shall permit or have any offensive water or other liquid or substance on premises or grounds owned or controlled by him within the village to the prejudice of life and health, whether for use in any trade or otherwise. Every establishment or place of business shall be kept clean and wholesome, and be so conducted in every particular so as not to be offensive or prejudicial to life and health.
